Syubbanul Muslimin Assembly is a community-based da'wah organization with a large following and an extensive outreach network across various regions in Indonesia. The success of this assembly in maintaining its existence and expanding its influence cannot be separated from the crucial role of Human Resources (HR) as the main drivers of da'wah activities. This study aims to analyze HR strengthening strategies within the Syubbanul Muslimin Assembly, focusing on cadre development patterns, HR management, and the utilization of digital media in da'wah activities. The research method used is descriptive qualitative, conducted through observation, interviews, and documentation studies. The findings show that the Syubbanul Muslimin Assembly implements a tiered cadre development strategy, optimizes the role of the Syubban Lovers Nusantara network, and utilizes social media as a modern da'wah tool. In addition, regular da'wah HR training and structured routine activities are key in building the competence and loyalty of da'wah activists. This study recommends enhancing digital da'wah training, standardizing cadre development materials, and developing a digital-based HR database system to improve the effectiveness of HR management within the Syubbanul Muslimin Assembly
